I'm changing the Portal Module that comes packaged with DNN. I want to make it so when I am creating a new Child portal I can choose from an existing list of users to set as the Admin of the new portal - Currently you are forced to put in a new Admin with (Username, First Name, Last Name, Email, Password/Confirm Password). The only problem I'm coming across is the Password. Does anyone know where the passwords for accounts are held and or if they are even accessable? If not, any suggestions on how I can accomplish creating a Portal without forcing me to create a brand new admin account for each?

Passwords are stored, normally in an encrypted format, in the aspnet_Membership table. There are methods available in the core API for dealing with members, and also for setting and recovering passwords. I'd look a the password recovery code in the User Login module to see how passwords get recovered.

Is there a setting in DNN to make it so you aren't required to create a new User when you create a new Child Portal? I need to be able to assign the new portal to an already existing user.

Yes, there is a way ...

But, you need to do this after you create the portal, so you will need to start off the portal with a new user, whom you can delete once you have things set up. You will need to know the UserId of the user and the PortalId of the new portal. Then, go to Host, SQL and insert an entry into the UserPortals table. The query will look something like this:

In the second part of the query, you replace with the numerical value of the user's UserId, etc. Set Authorised to true, IsDeleted to false, and RefershRoles to false.

Then, you can log into the new site and, under Site Settings, specify that user as the Site Administrator.

Finally, delete the user you created. If you are using DotNetNuke 5.6.2, you can "hard delete" the user.
