How to limit access to the host menu?!

Limit access to whom? If you limit access to hosts, then how to you restore access?

I want to add some of the host features to the admin such as Portals.

You can add a page under Admin, and then drop a Portals module on that page. If you set the permissions for Admins, then Admins should be able to create portals.

Which version of DotNetNuke are you using? The module is named Portals. Confirm that it is on the list of installed modules by looking at the Extensions page. The module may not appear on the dropdown list because it is configured so that administrators cannot add it to pages. You will have to configure it. See: How to Limit Modules Available in the Control Panel (Premium Modules) How to Configure Which Modules Non-Administrators Can Add to a Page
