The login password for the site administrator has been forgotten.

The "Forgot Password" link to retrieve password clicked - the User Name: submitted -  a security question must be answered, before password is sent via email.  However, the security question was not originally required and consequently never set  -  so a default security question is asked instead - the question is: "What is your password?"

I have access to site via host - can I edit a setting to enable password retrieval without security question - if so, what do I change and where is it?

If you can get in as host, you can create a new administrator account with a new password. Create the new user normally, and then add the user to the Administrator security role.

Thanks, yes I can create a new admin account, but I can't do that with a user.

I'm not sure what you mean.  You can create a new user?  What happens when you try to add the new user to the Administrator role?

If you have host access, have you tried this:

login as host
Go to the admin menu . User accounts
search for the admin account
click on the edit pencil icon for that account
click on manage password
Change the password to what you require
