I used 'Manage Profile Properties' to modify fields needed for registration.  Went well.
Created Registration page, droped a Text/HTML module in it, and a User Account module.
User Account module displays the proper fields, per my edits.
User Account module title was the standard "Preferred User Information".  I changed it to "Membership Application"

PROBLEM: When logged in, the title is correct ('Membership Application')  When I test as an unregistered user, it still shows as 'Preferred User Information'. 

Since it shows correctly when I am logged in as Admin, I don't know where or how to change it!
