My server is in the USA, Im in Philippines , I have a problem with time
on a module.it keeps showing server time not the user time settings.

I had the portal set to (UTC +08:00). the user account also set to
(UTC +08:00). and the module still shows server time.but the local
setup is ok,is there any idea for configuration correctly?

Maybe I can help, here. There is also a timezone setting on the Site Settings page. Look in Advanced Settings, Other Settings.

Yes, i set this step by step under site settings,but not workit
the date of timezone, the date here now is June 14, 2007 11:am but in my site is June 13, 2007
after 8 hours my site to be changed the correct timezone here in the
philippines,i set the timezone (UTC-08:00) is there any more idea?

As far as I know, there are only two places inside of DotNetNuke where you can set the timezone: (1) in the portal settings and (2) in the user's profile.

yes, but in the user's profile are disable and in the portal
settings,or advance setting are to be set timezone (UTC-08:00) etc.
but i have noticed on the host setting page, im showing the time setting
is correctly.
for ex: im logon live (Host Setting) the timezone is June 15, 2007 but if a
log out on public the timezone on site is June 14,2007 but the timezone here
in the philippines is June 15 2007,maybe it is possible the host setting/laquages/
lauages editor to be add the english philippines languages tfor some default
value for offset locales?

and second question it is possible the register and login link etc, is set to be disable
or replace from the upper of right side this is a default on DNN.

I'm somewhat at a loss as to how to help you with the timezone. 

For the second question:  you can design your skin to put the login/logout/register links anywhere you want them.  I would refer you to the many tutorials about DNN skins on the DNN Creative site, and especially the list of tutorials here.

After you've worked through some of the basic information about skins, the DotNetNuke Skinning Toolkit is a great resource.
