Background image does not diaplay in other users browsers only on my machine!

I have a background image which i have set using two methods listed below
1. Uploaded the image using Admin\Site Settings\Basic\Appearance
2. Entered the image using the CSSy style sheet option
.Background{
background: url(/portals/0/clouds.jpg);
}
Here's the thing I dont have a problem, I can see the image on all pages using the machine I normally connect the site too. I can see the image even if i use both methods above, so for me it works.
Others cannot see the image wehn they logon to the site however if i log onto the website using a machine that cant see the background image under host or admin, the back ground appears and remains even if i log off because its cached. Now on this machine if I then refresh the site using F5 because im using Internet Explorer the image then disappears.
Note i have the same issue using Firefox 10.
I can put two machines side by side on the same network same link speed and one will see it and the other will not.
Things I have done to resolve this are:-
1. Change the location of the background image to Portal root from the skin or a folder i created call myfiles. As a side note on this i have a logo file in the Portal Root and i have no issues with that and this is a .jpeg file as well.
2. Change the image the result is the same.
3. FTP the image to the site.
4. Checked the perms on the file in Windows prior to uploading it did have the archieve switch set but this was removed.
5. Checked the page settings for the home page and ensured that no skin or contain object was set.
6. Upgrade the DNN version from 6.1.2 to 6.1.3 because there are issues with 6.1.2. Note on this the skin was uploaded whilst i was on 6.1.2 where as the logo was upload when i was on a version prior to 6.0
7. Using the machine that did not display the background and entered the URL direct to the image file and it can be seen.
I think I have done all that i can and the vendor who design the skin is saying they have sold many copies of the skin and this issue has never been reported before and i have tried everthing they suggested. I'm tempted to unload the skin and reimported it however thats a big ask and a last resort option so basically im try to exhaust all other avenues first and at this point in time i'm stuck.

Have you specified a height for the image's container?

When you say height i assume your refering to a change in the CSS style sheet can you give me an example please. I have tried all the variants in the skin using the sizing provided.

Add a height attribute to the style for the .Background class:
.Background{
background: url(/portals/0/clouds.jpg);
height:300px;
}
You would use the height of the image as the actual value, or the height you want the element to have.
Does the element already have a height? (You can figure that out by using the debugging tools that are built into most browsers, or use Web Developers' Toolbar with Firefox. We have a tutorial about this.)

I tried what was suggested but no luck on this.
However I have done some more testing and still i have the issue but this is what i have done
1. Totally removed all but the default skins from the site
2. Reinstalled a single skin that is transparent and uploaded the background image again
This is the thing and it’s driving me nuts
1. The background is not visible unless you logon, if I logon as a general user or admin account on a machine where it’s not visible when you first logon the background appears.
2. I don’t have a problem with an Android phone device the background is there and visible
3. Logging off the background remains until the browser is refreshed.
It's as if the browser does not load the image to conserve memory giving a blank background and only becomes visible after logon.

Some suggestions:
-- look at the page source
--use the developer tools to track this down. Chrome, in particular, lets you look at the live DOM
My guess is that the answer is simpler than you think, and all of the elaborate explanations are wrong. At least that's the way it turns out for me in situations like this.

Thanks for the feed back i will try what you suggested however i have never used chrome before.
One other thing thats now been done is to have the skin's vendor log on as host and run through some checks however they could not find a solution and advised that the skin is working as expected.
There recommedation is to have the hosting provider look at the Installation of DNN and i quote below
"It has to be something to do with your DNN install or configuration. I’m uncertain what it could be. I know it’s not the skin as I changed the home page to the Minimal Extropy skin and it does the same thing.
Would have your hosting provider check into it."
This is turning into a marathon in trying to resolve the issue, i'm begining to wonder if DNN 6x has issues here.
