1. Host, Host Settings, Other Settings: Check Enable Content Localization. Note that this is a one-time choice that cannot be undone.
2. Host, Extensions: Install the language packs for the languages you want to add.
3. Admin, Languages: Enable the new languages.
At this point, if your skin includes the Language Skin Object, you should be able to choose the language. If you skin does not include the Language Skin Object, you should add it.
With the multiple languages installed and enabled, you should have options in the Page Settings for each page to name them in the alternate languages.
If you are using modules that support localization (such as the HTML module) you will find options to create localized content in other languages (cultures). After creating the alternate content, you must Publish it using the controls on the module.
