Thanks Joseph Craig for pointing me to resetting host account. Now... is it foolish of me to think I can be the host, buy the module on snowcovered to import users via .csv and install it? Now I'm a little scared. Am I talking about wasting some time and a few $ on the module or totally messing up the client's site?

That's certainly in the bounds of what is possible. But, before you do anything you will want to make a complete backup of the site. That includes the database AND the web directory. With those you can always restore the site. Now ... the right way to do all of this is to backup the site, install the backup on a local computer and do all of the upgrading there. When done, back that one up and use it to restore to the live site.
