I want to ask which is the best option as far as initial site loading speed is concerned.   Is initial site loading speed  effect s: -

 

A.      one independent DNN installation with up to 20 parent portals using unique domain names.

B.      Each independent DNN installation  for each unique domain

Not sure, I would have thought that with either model, if they are regularly being pinged (ie. receive a visitor every 5mins) so that the website remains in the servers memory then they will both probably have the same initial site loading speed.

- I have not tested this however.

You'll also need to bear in mind that initial page load speed will also depend on the skin used and the amount of content on the page that the browser has to load.
