Ok...Thought I had found it....
Apparently DNN 4.9.0's web.config file is different then 4.4 used in the tutorial from Issue 19....how do I set or do I need to set the xhtmlconformance?

The web.config file is likely to change from version to version. The good news is, once your are above version 4.6.2 you don't have to manually change web.config. Just copy the upgrade package over your installation, and DotNetNuke will take care of the web.config as part of the upgrade process.

Hmmm, I think that I read your messages out of order.
You'll need to use the release.config file from the upgrade package, rename it to web.config, and manually transfer any settings from your existing web.config into the new one.

Many thanks...had not looked at the release.config file...I have not made any manual settings and/or changes to the existing web.config...it is straight from the factory
...I'll take a shot at using the release.config and see what happens.

You won't be able to use release.config as is. You will need to start with release.config and copy information from your existing web.config into it. Especially, you will need to copy your two connection strings and the Machine Keys settings. If you have made other changes to web.config, you will need to merge those into the new one.
Without the proper Machine Keys settings, you will not be able to login to your site.
So ...
1. save a copy of your existing web.config
2. copy release.config and save a copy as your new web.config
3. copy settings from old web.config to new web.config.
The best set of instructions for doing all sorts of upgrades, IMHO, is at mitchelsellers.com. Look at his blog for more information.
