Beginner skinning problem:
I recently started reading about skinning and I tried to make my own skin like this (skin.htm and skin.css):

}

(I removed < and > here, otherwise it was treated as code)
The problem is that the style sheet doesn't seem to have any effect. the background color is unaffected. Am I doing something wrong?

Yes, in theory that should be fine. Would you like to attach your skin files as a zip file to this forum post and I can then have a closer look?
Which background colour is not working for you?
Where are you trying to place the background colour?
If you are starting with skinning you may find the skinning section of the tutorials page useful:

Thanks for the reply, Lee! I've attached the files in a .zip here.
I attempted to make the sides of the page black with a white (800px wide) area in the middle.

I got help from another guy. I hadn't included the link tag. (That's how much of a newbie I am! haha) Works now!

are you referring to linking to the stylesheet in the htm file?
If you are - you do not want to do that. - It's ok to do that for viewing in your HTML editor, but make sure you remove it before you upload it to your DotNetNuke portal, as DotNetNuke automatically loads up the skin.CSS file and if you place a reference in HTML it will try to load the skin.CSS file multiple times.

yes, like I say, it's fine for previewing while in your editor, but once you upload it to your DotNetNuke site make sure you remove the line. - it's a common mistake that you see in DotNetNuke skins.
I recommend you check out the skinning tutorials here as they walk you through setting up your working environment right through to uploading a skin.
