Is it possible to implement roles dynamically for hiearchical access like parents and child relationships? When user is logged in, I want to compare that user with some conditions(Business Logics and some other data from database) and if those conditions met, i want to allow that user to view specific module otherwise not. Does DotNetNuke allow this kind of flexibility in security and roles assignments?

Yes, it's possible to do this, but not quite out of the box.
Check and see if Dynamic Login from Data Springs will let you do it.
If not, then it's a fairly straightforward process to create a custom "authentication provider" to replace the existing DNN Authentication Provider. I did this over the weekend for a client site that requires a user to be optionally assigned/not assigned to a security role at login. It would be quite easy to extend that to more complicated business rules.
It turns out that the authentication provider is fairly simple -- a login page and some codebehind that is invoked when the Login button gets clicked. I added code right at the end of that event handler to check the user's credentials, information from a database, and add or remove the user from the role. I used a recent blog post written by Joe Brinkman as the inspiration/guide for this approach. It took only a couple of hours, and most of that was me not paying attention as I wrote code!
I could guide you through this ... assuming that you have some .NET programming experience. If not, you'll need someone to help. But ... it really is quite easy.

Most important ... which version of DotNetNuke are you using?
I'd also suggest these books:
DotNetNuke Professional
(There is a 4 and a 5, for the different versions. Having both, as they were written by different people, isn't a bad idea.)

The new book by Chris Hammond and Patrick Renner
is very basic, but might be useful to a newcomer.
Also, find Joe Brinkman's blog (The Accidental Geek) and look at the recent entry about authentication. If you are using DotNetNuke 5, you can download his code and start from there. If you are using DotNetNuke 4, I can send you a copy of my code. You can email me at jncraig at gmail dot com and I'll reply. My code is slightly different from Joe's, mainly because of differences in going from V4 to V5.
