Can Documents Module be Configured with Terms and Conditions?

Hello,
I hope someone can help me out with this. I have about 15 documents that I want to make available for download to registered users at my site. Over time this list will grow. These are currently set-up for sharing with the Documents Module. Now that the module is configured, I am looking for some functionality that I am not sure it supports. Here is what I would like to do:
1. Every time someone clicks on the download button, I want a window to pop up that lists "Terms and Conditions." This will explain what they can and can't do with the files. Pretty standard stuff. They need to explicitly agree to the terms before they can download.
2. I would like to limit the number of files they can download over a 30-day period.
3. It would be great to be able to split my document list into multiple pages. This is more for formatting and is not necessary.
Item #1 is by far the most important. I could live without the other two. I am open to buying a 3rd party module if it is easy to use and is under $100.
One work-around I thought of was to set up a landing page that visitors would go to first. There they would read the T&Cs and must agree to them before seeing the Documents Module. In theory this would be OK (although I could use some tips on how to implement). I would rather that they see the documents first and only see the T&Cs each time they click on the download link.

P.S. In the meantime I downloaded the three tutorials on the Documents Module to see if I am missing something.

You can make the target of the download button a page that forces them to agree to terms and conditions before continuing. But, it may be difficult to keep them away from the download page if they manage to bookmark it.
Doing all that you ask may require some additional work, and I confess that I don't have an "off the top of my head" solution. Maybe someone does, and maybe they will contribute ideas.

This is something that you could do with a custom module. If you are so inclined, maybe the OWS tutorials will help.

It may also be worth looking at
SecureDownloads
or
OpenDocumentLibrary
- they don't cover all the features you need, but the developers may be willing to add additional features for you.
