I am having trouble creating a new blog when I am not logged in as admin.  I created a user with Administrator rights but when I try to create a new blog with this user nothing happens.  If I try again the new_blog module shows an error loading.  The only way to fix that is to delete the user.

I have just tested this using a fresh 4.8.3 installation. - I installed the blog module, created a blog with the host account, I then created a new user and gave them the administrator security role. - I logged in as the new user and was able to successfully create a new blog and post to that blog.

Perhaps it is worth testing on a fresh installation on a localhost computer just to double check that your DotNetNuke installation is working correctly.
