The hello.html page worked and did rename hello.html to hello.html-1 and i got page not found.  So it is working as expected.  I still get the site is currently unavailable message when i rerun install.aspx again

I had an issue where 'app_offline.htm' didn't work when launching the site -- it would just do a 404 error.

I had to explicitly rename the file to 'App_Offline.htm' (notice the capitals).

I found this interesting, but it works now... but after more reading I found that the app_offline.htm file has to be at least 512 bytes before it will be displayed in the 'friendly' manner as opposed to the 404 message. I've made a nice graphically-pleasing 'down for maintenance' page and now both versions of the file work.

I just thought I'd post to help others who might have run into this too.
