Portal template problem

I use a seperate hosting account as a staging area where I can build websites and let the clients see them before they sign off. I then set up a new hosting account for the client and need to move the complete website from my staging host to the new client domain. I've followed Lee's tutorial on exporting a portal template and FTP the 2 files across. I then go into Site Wizard under Admin and can see and select the new template. When I click on Next it returns the error: "clientbasic website.template is not a valid Portal Template File". Am I missing something? I've gone through the procedure twice using a different name and description each time but get the same error.
