You have some problems with permissions. If you are trying to install 4.5.3 or above, try using the wizard and have it check for suitable permissions. I believe that the solution is to go into IIS and give that user the necessary permissions. But, I'm hardly expert at that and can't give you details.

Hey:

A couple of things:

1. Make sure you also give complete control permissions to ASP.NET user for the local machine (the ASP.NET user you display, is that a local machine or a domain?) for the INetPub\WWWRoot folder also, no matter where you are creating your web virtual directories. It's a 'nit' in XP.
2. Do the same with NETWORK_SERVICE (I'm assuming XP SP2). Do these two things for both the root folder for your website (make sure it is forcing child folders to inherit!).
3. Then give the IUSR account to have read access to the folder.

A common error is to not give the proper permissions to the inetpub\wwroot folder, if you are like many of us and put your website virtual dirs in a C:\websites\ folder. Also, you can 'move' a web.config file or *just one file* into either of the above folders, and you will receive that error. To solve this, go into the folder permissions, change something, hit apply, then change it back and hit apply again. This should propagate the permissions for *all* files and folders.

It's a really frustrating issue. I found an aspx file that will display the permissions that need to be added, but I can't find the darn thing and the person who was supposed to email it to me after I solved the problem for him at work, didn't email me the file. As soon as I get into work on Monday, I'll post it...it's really helpful in discovering permissions errors in your website folder.

The other common error is when you're on a domain, and start giving domain permissions instead of local machine permissions to your folders. This will give the same kind of errors...
