What would be the best way of adding links not unlike the 'Terms & Conditions' etc, however having them appear on top of the banner.  There links need to be administrator configurable allowing documents/URL to be linked

If you are wanting to add a list of links above your banner that are editable, the way I would approach this would be to edit your skin and create a new area where you can add content.

Eg. You will have a new content pane called toplinks for instance. In this pane you can then add a text/HTML module, set it to not display the container and put in the links you require either Horizontally or vertically.

If you wish the module to be displayed on every page, you can set this in the modules settings.
