So I've researched this today, and I can't find much. Has anyone else seen this problem?

I upgraded the DNN site from 6.1.4 to 6.2.2 and the menus are no longer styled and appear as unordered lists. I am upgrading this locally, so I'm sorry I can't show you the site... but I have some screen shots attached.

Does anyone have any ideas of what would be causing this? I noticed that the navigation menu is not working either. Was there a provider change or something? The skin we are using is very simple and uses the SOLPARTMENU.

Hmmm, your screen shots seem to have gotten lost.

I haven't seen this happen. Make sure that the SolPart Provider (Host, Extensions, Providers) is installed.

Since this seems to be a CSS issue, it may be that something has changed that changes the IDs or classes that you are using. Check the Page Source and compare to the skin.css file to verify that everything is ok. Using the CSS debugging tools that Andy showed in a recent set of tutorials on the Notification Area is a good way to do that.

Also, the preferred menu provider has been the DDR Menu Provider since the late 5.x versions. The DNN NAV provider was the standard for most of the 5.x series of releases. SolPart has been mostly obsolete for several years. Even though I suspect that your current problem is an easy fix, I do recommend switching to DDR. If you look at the DotNetNuke Wiki, you'll see that it's quite easy to swap menu providers, with absolutely no required CSS changes. Making the change is helpful from an SEO point of view ... and slightly better performance.

If you are somehow not referring to the correct CSS classes, then it's not surprising that the menu change doesn't fix the problem. It will be better, though ... but only after we solve the underlying problem.
