Issues moving modules

I am having issues moving a module within a content pane. Whenever i use the drop down menu to move a module 50% of the time, the only option i will get is to change content panes. The other times I will get the choice to move the module up or to the top but when i select those options the module doenst move. Please let me know if anyone has a solution to this strange problem. It only seems to be happening on one content area.

Is there more than one module in that content pane? Is this a custom skin? If so, check the skin file to make sure that the pane is defined correctly.

Thanks for the quick reply Joseph, Yes there are 4 modules in that content pane, and I am unable to move all of them unless it is to a new content pane. This content pane is defined as: <div id="ContentRight" runat="server"> should there be something more?
