Check these:
1. Server's time is set correctly
2. Portal's time zone is set correctly
3. User's time zone is set correctly
You should see time displayed in the Portal's time zone if you are not logged in. When logged in you will see the time in your time zone.
By how many hours are the displays offset from the correct time?

About 11 hours or exactly 11 hours?
Does that time difference make sense relative to GMT and where you are and your time zone?

There is a setting for the Site's time zone set in Admin Settings.
Each user has a time zone, too. That is set in the user's profile.
I think that DotNetNuke doesn't handle Daylight Savings Time.

You should be able to set the time zone of the site to the time zone that you want it to use. Is there a problem doing that? If you do, the feedback times should all be consistent.
Actually, any times stored in the database should be in "universal" time. The time zone issue comes into play only when dates and times are displayed.
Can you give me an example, with real dates and times and time zones, as to what you are doing and what seems wrong?
But to answer your question, if you want to change the displayed dates and times on the displayed feedback list, you should be able to do that using javascript or jQuery.

There does seem to be one problem with time in DotNetNuke, and that is that its time zones don't deal with Daylight Savings Time correctly.
I have verified that this seems to be fixed in the beta version of DotNetNuke 6 that I have installed on a test server.
