I need to make around 40 pages with same modules. So I must create a page template and import it to any page I want. But it doesn't work.
Does anybody know what the problem is?

Unfortunately sometimes the "template" feature does not work so well in DNN.

Instead, I would recommend building a template page and then using DNN's "Copy Page" feature to duplicate it the way you want.

There are two reasons that the "Template" feature may not work correctly:

1) In certain (older) versions of DNN, it was broken which prevented it from doing anything.
2) The modules that you're working with have to support certain APIs such as the Export/Import features otherwise it might not work right.

I have found that the current versions of DotNetNuke handle the page and site templates quite nicely. 

As Lee noted, using modules that support Import and Export of settings and content is necessary (this is know as iPortable in DotNetNuke language)

One think to look out for, though, is modules that are set to display on all pages.  If your site has modules doing that, it is best to edit the page templates to prevent these modules from being added to new pages multiple times. 

How can I find out that a module is iPortable or not?

If the module is a DotNetNuke module, it probably does support iPortable.

If the module has Import and Export items in the drop down menu, it does.

If it is a third party or custom module, ask the developer.

If you create a page template, choose to export content, and the module's content isn't included in the page template, the module does not support iPortable.
