I have DNN 5 installed and tunning nicely in a subdirectory of my website. This was done for development purposes. I now want to move it to the root of the site for it to be public. What is the easiest way to do ths? Do I transfer it to local and then transfer it to the root? I do not have direct control of the server, otherwise I would just point the website in iis to the desired folder.

I assuming that you are replacing the current site with the DNN site. You should only need to repoint IIS to the correct directory and also adjust the portalalias entry if the url changes.
You can move the DNN installation to the root directory, replacing what is there. You would still need to adjust portalalias.

Thanks for the info - I am attempting to back up the site to my local machine. I have followed the video tutorial, but when I go to the localhost site it starts up the installation script. What have I done wrong?

Possibly you haven't changed the connection string in web.config so that it points to your local database server. You did install a copy of the database, right? You should also have adjusted the portalalias table.
The install script will start if DotNetNuke cannot find the database.

Sorry - I have not had time to work on this project. I re-started the process from scratch - with the same result. I solved the issues - it was two issues: 1. SQL 2008 Express uses a different connection string which includes the machine name. 2. I had to set up a new local user - I could not use the user / login from my provider. I have completed the move and after setting permissions properly on the uploaded folders everything looks great. Except when I edit a module I get the following error. Error: is currently unavailable. DotNetNuke.Services.Exceptions.ModuleLoadException: Deleted 0 files, however, some files are locked. Could not delete the following files: d:\hosting\allstargames\Portals\0\\Cache\Modules\71_ACABA51644A302FBB325E30E7931BAF8.attrib.resources;d:\hosting\allstargames\Portals\0\\Cache\Modules\71_ACABA51644A302FBB325E30E7931BAF8.data.resources; ---> System.IO.IOException: Deleted 0 files, however, some files are locked. The inability to delete files could indicate that file permissions are not set correctly.
