standards compliance after upgrade to DNN 5

hello there:
I have finally run into major issues with the quirks mode that DNN is currently running in on my computer. I am working on my local development area now and have upgraded 4.9.5 on my localhost to 5.1.2. I don't intend to upgrade the production site until we get the DNN 5.2.0 but that is besides the point.
The issue at hand is that because when DNN was initially installed on the server at version 4.5.0 DNN by default was in quirks mode and this quirks mode was carried over when upgrading to the DNN 5 framework. I would now like all my skins to be standards compliant and was trying to follow your tutorial for how to do this based on the DNN 4.3.0 framework that you updated on September of 2006.
When I looked at the default.aspx file that came with DNN 5.1.2 I think I found the area that I need to change but really don't know how to do it with the tags used as a lot of asp.net language is used and I am still new to this way of doing things.
For example one of the lines I believe I should change for xhtml 1.0 trransitional compliance is the following:

back in DNN 4.3 era I guess this was written in a more static way then now so you just simply had to add the additional line to what was out of the box simply but now is this dynamic code using asp.net language. I'm wondering if you know how to adapt this file for the way DNN has now evolved.
In regards to changing to standards compliance at the scope of the skin I found this seemed to work well for IE browsers but not Firefox which is why I was searching for a solution like the default.aspx which deals with the site on a global basis.

hello again the code that was between the two dotted lines got stripped out I have saved it in a txt file for you to see what I am referring to. This is a snippet from the default.aspx file that comes with the DNN 5.1.2 upgrade package.

If you follow the tutorials, the preferred way to do this is by creating a "doctype" file that is part of your site's skin. You should NOT be editing default.aspx.
