Skinning problem regarding xml

I'm quite new to this and I have a tutorial for reference when I'm working on my current project.
The problem I'm having is that the changes i make to the menu doesnt seem to appear. I've set the [NAV] token in my skin. Then I've put this into the .xml:

If you put spaces around the > and <, it will post.

Hello Guys, I am having a very similar problem here. I am attempting to change the [USER] token to say "Signup for Updates" when the user is anonymous.
I believe that is changed in the XML file and made the changes accordingly... but nothing seems to be changed.
I have attached my skin, if any one would be willing to take a look at it I would really appreciate it!

I finally got my problem figured out.. turns out that the value is NOT changed int he XML file... its is changed in the User.ascx.resx file located under admin/Skins/App_LocalResources/.
Line 43 contained the value I needed to change.
