Is it possible to upload an xls for user accounts or do I need to enter each one individually. I am taking the info from our clients old site and transferring it to the one we are building.

There are some modules that provide the ability to import users and user information from spreadsheets or other files.

DataSprings has Interactive User Import 1.5 and it is available at Snowcovered. I haven't used that module, but I do know that DataSprings is a vendor of quality products.

John Mitchell at Snapsis.com has a simple user importer. To use it, you'll need to export your spreadsheet as an XML file. You'll also need to do some modification of John's importer to match your spreadsheet. This will require a bit of programming, but it is not a big deal provided that you know a little programming.
