It's because it takes approx 17 secs for the first load of DNN. This is because the server has to load the website into its memory.
If there have not been any visitors within a certain period of time, the server unloads the website from its memory.
The time length for this unloading depends on your hosting provider. - On DNN Creative, if it hasn't received a visitor within 10 minutes, it is unloaded from memory.
So, on low traffic sites, this is why the first load takes a long time.
The workaround to this is to regularly ping your site. - Some people sell modules for this, but here is a free method ;-)
Go to:
http://host-tracker.com/Create a free user account and then add your website details in there for it to monitor your uptime. - Set it to check every 5 / 10 mins on a low traffic site. - It will then visit your site and keep your website in the servers memory.
Of course, bear in mind this will set your site stats slightly out.
