From where do you want to permit this? You best choices for modules would be Documents and Repository.

Actually i would like to know how an User upload an image, so that he can dispaly his image on Forum posts?

I believe the upload feature is available for Host as well as Administrator. Now i want this upload functionality for Normal Users. How can i do this?

If you are using the DotNetNuke forums, this is under My Settings.

If you are using Active Forums, this is under Profile in the forums.

For both modules, Avatars can be activated or deactivated by the Host.

Sure, you have to have administrative access to your forums module. You'll find the settings in the administrative area. Depending on which module you have, the exact location will be different, but look for something that says "avatar".

When a user is on the forum the post editor allows for images to be uploaded. How should this be setup? The user to upload a photo will see the root directory and all images there from previous uploads. How can this be setup per user?

It is probably a better idea to set up a single folder into which general users can upload files.  Trying to manage a file per user is going to be a lot of work.
