Does anyone know if you can create the permissions on a page to only allow a specific module to be edited by a specifc user role without giving the role the entire page rights?

In other words, I want a TEXT/HTML module to be edited by a specific user role, but I do not want them to be able to do anything else on the page. Just want them to have the little "drop down" on that one module.

Is this possible, I can't make it work without giving full page rights.

You will want to create a new "role" named whatever. I call mine "editor".

A user can be assigned an unlimited amount of "roles" so assign the person you want to edit the module "editor".

Log in as Admin and edit the preferences on the module you want to grant rights to. If you did everything correctly you should see a role named "editor". Simply tick the Edit checkbox after "editor" save and your done.

The next time that person logs in they will be able to edit only that module.
