I have given a user editing rights to the Text/HTML modules on a page and they can Edit Text in the main body of the module without problems but they cannot edit the header text/ title of any of the modules. There is no pen icon showing as the cursor passes over the title.
As the administrator I can edit all parts of the module.
Any ideas?

I think that this is the way it's designed to work. They can alter the content of the module, but the title is deemed to NOT be content.
