A client of mine is launching a membership section on their site where visitors can sign up for their card. when users sign up, a id code for the user is automatically generated and that user status will be, waiting for approval. can anyone assist in helping me find a module to accomplish this. here's how it should work.

1. A visitor lands on your customer's site
 2. Clicks on a membership campaign ads
 3. Fills in his/her first name, last name, display name, email
address and password.
 4. Clicks on submit/register button.
 5. Once a visitor has created an account, site administrator can go
to let's say  "Member Cards" module and click "Create" button to generate a
6XXXX000 number for the desired user. Also once the number is generated it
means the administrator has approved the visitor (i.e. has created a members
card for the visitor).
Additionally, in the "Member Cards" module your client (i.e. administrator)
will be able to see which users already have a card number generated, which
card belongs to each user and which users don't have a card yet.

I'm not aware of a modules that does this.

Are "Member Cards" important, or is it just the number that is important? Are the actual member numbers used for anything?

You could use the Verified option for registration and use the UserId as the member number. By assigning members to a role, you have other options.
