Just checked the skinning tutorial again, and you set up css-classes for links on the actual page.

 

I have hyperlinks spread all through my text in “Text/HTML” Modules.

Where and how do I set formatting for these links?

You can apply styles to links just as you apply styles to other text items.  The "natural" place to put the style definitions in the the skin.css file for the skin that you are using.  There are several tutorials that might help you:
