Very new to DNN, I’m trying to install some modules (media, faq, and the digflash module) every time I try I get this error.

If you are using version 4.0, that is a quite old version of DotNetNuke.  The current version is 5.1.2 or 4.9.5 if you don't want to use version 5.

I'd start with upgrading.
