Control Panel visible for all user!!

The control panel of the website I am working on is visible for all user (unexpanded), the view option is checked, not possible to change to edit mode but possible to axpand the control  Panel and edit pages. This means that every one is able to make changes on the website!

What is to do now?

Does this happen on all pages?

If you  go into the page settings have you enabled edit permissions for all users?
