I uploaded few .pdf files via ftp but it's not showing while I try to access in chrome or IE. Showing 'Failed to upload pdf Document'. It's working in Firefox

For files, the links should be something like http://mysite.com/portals/0/file.pdf ... unless you uploaded the files to the root of the installation and not the root of the portal.
