if I go to Admin->File Manager or Host->File Manager I can't see the file uploading option.

You have to be in edit mode for those options to appear.

I was in the edit mode, but the pages were showing vacant.

Do you mean that the File Manager pages are empty?

If that is the case, you will need to add the Digital Asset Management module back to both pages. Add them as you would add any module to a page.
