I have experienced this issue on several different sites that I'm maintaining. After upgrading DNN CE from 5.4(ish i'm not exactly sure) but to 5.6.7 a security role has stopped working properly.

We have a moderator role on all sites that basically has the ability to moderate the forum, and authorize and unauthorize users. The role is given edit permission to the admin>user module as our member directory which is a public version of the same thing.

This role worked prior to upgrading and immediately following does not. I've tried everything. I've tried creating a new role and testing that and same result.

The only roles that can authorize and unauth after upgrading to 5.6.7 is the administrator role and super user.

This has been driving me crazy for a while now. I've had to give admin roles to people who have no business with this permission just as a workaround.
