Found it! The skin must be installed after the menu. I had installed the wrong menu package first.
To remove a skin, 1. remove the skin from all pages. 2. Go to Extensions and find the skin, click o the red X.
If the red X (delete) is not there, then a page maybe referrencing it.
After the skin was reinstalled, there is a menu showing!
