That type of menu is known as a "mega menu."  You will find an example here.  The really good news is that the DNN Garden DDRMenu is free and is a nice seamless upgrade to the existing DotNetNuke Nav Menu.

There are others, including one from Brandon Haynes (see brandonhaynes.org).
