I have delegated user management and want email notifications of new user registrations (we have private registration set) to go to that person instead of the site admin. Is this possible? Thanks.

You could have several administrators, but specify only the one who gets the emails in the Site Settings. But, that person will get EVERY email sent to the site admin.

If you use Data Springs' Dynamic Registration module, you will have greater control over email, and a lot of other things.
