Just noticed this on a site ...
If a regular user logs in, the "Mode Bar" appears at the top with choices for "View" and "Edit" but no "Design" and no Control Panel drop down. The user can select between the two radio buttons, but nothing really happens.
I created a test page with a stock DotNetNuke skin, and get the same behavior on that page. So, I'm assuming that this is not a skin issue. But, where does it come from and how to I fix it?
