I have been looking around on the internet for tutorials for a few eeks now but I can't find a guide that starts from a blank page to the nding stages of a web template. I am trying to design a web template and right now, I was just wondering where do I even start? Do I start by designing the whole site on PhotoShop.

By "web template" to you really mean "skin"?

I'd suggest that you start with the tutorials here intended for beginners. If you get a good understanding of the fundamentals of DotNetNuke, and how all of the pieces play together, you'll probably have a much better understanding of what you need to do.

If your question is about designing a skin from scratch, I'd suggest the you view the tutorials regarding skin development, particularly the Red Leaf Skin.

And, continue to ask LOTS of questions. That's the best way to learn.
