I installed version 6.2.3 seemed to work fine it created the local account during the setup but every additional portal created only displays the default IIS7 splash screen any advise you can offer is greatly appreciated.

Are the additional portals parents or children?

If they are parents, they need to have their own URLs, and you need to configure IIS' bindings for the site to include those URLs.

That you get to the default IIS site ("Splash") indicates that IIS doesn't know how to route the requests.
