Is it possible to create a skin that would preload modules that contain pre-loaded data. 

The idea is for my distibutors to pick skins that concentrate on the part of my product line that most interests them.

As far as I know, this is not possible. But, it is possible for you to create a portal template which a user could load using the site wizard. This would pre-load modules, skins and data that you specify.
