No Panes Besides "ContentPane" Available on Module Control Page

Hi,
I have created a custom module with multiple views(controls). The first view displays all available locations and other displays details about a specific location. I have added this module to the "ContentPane" of a page. The same page has other Pane - "CalloutsPane" and I have several callouts in it. Everything looks good: my module inside "ContentPane", callouts inside "CalloutsPane". However, when I click on a specific location I get details about a specific location view, but callouts nowhere to be found. As the matter of fact, I cannot even add any module anywhere on the page besides ContentPane because Pane dropdown inside Control Panel shows only "ContentPane".
Is there a way to keep all modules you have inserted to the page on all views of the module? I have noticed that TabId for all views is the same, so why do other panes disappear then? Is this a bug in my module or is this a limitation of DNN? I really need to have these callouts.
