ThinkOfDesign.com has recently released Nucleus, a "skin and container editor" for DotNetNuke.

If you purchase the Reactor skin from Snowcovered, you also get an editor that permits you to create "as many page skins and containers as you need." 

I have taken a quick look at the demo, and this looks like a great advance!
