The website says that it does. I've never used it.

Yes, the tool was designed specifically for AWeber. The site has two articles that relate to it:

The "Posting to an Off-Site Page in DotNetNuke" article explains how the tool works:

The "Embedding Forms in an ASP.NET Web Page" explains the theory behind the process and shows how you can apply it to any situation where you need to post a form to a web site hosted elsewhere (e.g. for PayPal buttons).
