I was configuring CAPTCHA settings on a DNN site I am developing and have run into a problem. After enabling the CAPTCHA settings as explained in the video tutorial User Accounts Settings in Issue 13 of DNN Creative my site does not show the CAPTCHA image control, see screenshot attached. I have disabled registration for this site, would that affect the CAPTCHA settings? It would be great if you could point me in the right direction. DNN version is 04.07.00

I have just tested this in version 4.7 and I have the same problem.  If I enable registration, the registration page will display the capture image, but the login page will not display the capture image. This looks as though it could be a new bug in version 4.7. I would suggest you contact DotNetNuke.com and see if they have identified this as a bug.
