I recommend that you use the free DigFlash module from dignuke.com. I've found it to be a very reliable way to incorporate flash files in DotNetNuke sites.

Firefox requires a different setup - try using flash to publish an html page with the flash in it. Now copy the code from the created page to an html module.

This usually is the quickest way.

Of course, you will need to change the location of the flash file (ie: Portals/0/flash/myflash.swf) everywhere it appears in the code (I think it appears 3 times if memory serves, but it may be two).

That is why I prefer to use something like DigFlash.  You can administer the module easily, and you won't mess up the code that embeds the flash object.
